President George W. Bush signed a bill on December 8th, 2004 (public law 108-447) which designates every September 17th as Constitution Day and Citizenship Day to commemorate the signing of the United States Constitution on September 17, 1787.

 All America will unite in the simultaneous recitation of the Preamble to the U.S. Constitution all over the world on September 16, 2005 by schools and the military at home and overseas. The Preamble will be lead by General Tommy Franks and this year the celebration will be dedicated to the military.

Preamble to the U.S. Constitution

.........We The People of the United States, in order to form a more perfect union, establish justice, insure domestic tranquility,

 provide for the common defense, promote the general welfare, and secure the blessing of liberty to ourselves and our posterity,

do ordain and establish this, Constitution for the United States of America
